There has been a change in recent times of Government views on the importance of small uncontrolled airports that service our regions. They now believe that airports provide connectivity in normal times plus security and resilience in times of immediate need. It is not only the increase in severe weather events, earthquakes and other civil emergencies that has triggered this change in attitude, but through pressure from general aviation (GA) industry players who meet through the NZ Aviation Federation (NZAF).
An example of this work is the securing of funding from MoT, through the Road Tax levy on fuel, to pay for Instrument Flight Procedures (IFP) at uncontrolled airports that would have been withdrawn without this funding. These IFP have shown their benefit in emergencies like the Kaikoura earthquake, the Takaka Hill slip, the Haast Highway slip and Cyclone Gabrielle. The IFP give safe access for regional connectivity, security and resilience.
A further example of our work is the grant secured for funding a safety case to reduce the costs attributed to those IFP for 5 yearly maintenance. This is an ICAO requirement, but we think a proportional risk approach can be taken to comply with the CAA requirements that will reduce the cost significantly.
Further to this we are working with planners to devise a standard airfield regional plan that can be applied as the basis for any regional plans that are being revisited by Councils. We need to ensure our airports are protected in district plans by having standards that are applicable to the country as a whole.
